Not ready for college

The average SAT scores for the high school class of 2013 remained stagnant from the previous year and fewer than half of the students who graduated were prepared for the rigors of college, officials said.

Average SAT scores for high school seniors nationwide stayed steady in reading, math and writing, according to a report released last week by the College Board, the New York-based nonprofit that administers the SAT and Advanced Placement program.

imgres-3The combined average SAT score of 1498 was the same as last year; a perfect score on the three-section test is 2400. In California, the combined average score of 1505 dropped two points from last year and 12 points from 2010. Perhaps more telling, only 48% of test takers reached the “SAT Benchmark” — a score of 1550 that indicates a 65% likelihood that students will obtain a first-year college grade-point average of B- or higher, according to the College Board. Students who reach that threshold are more likely to enroll in a four-year school and complete their degree, the College Board said. There was, however, the highest representation of minorities among test takers in history.

“In 2013, 46% of those who took the test were minorities, up from 40% in 2009. African American, American Indian and Latino students made up 30% of test takers, up from 27% in 2009. In California, 57% of graduating seniors — 234,767 students — took the exam, the highest number ever for the state. Nationwide, participation has dipped slightly since 2011 for the SAT. Meanwhile, a rival college entrance exam, the ACT, has seen a steady rise in participation since 2003. About 54% of graduating seniors nationwide took the ACT, up from about 40% in 2003. In California, 26% of graduates took the exam, up from 15% in 2003, according to ACT officials.”

H. Adam Ackley

The story of ordained minister and Azusa Pacific University Professor H. Adam Ackley has received considerable public attention in recent days, ever since the university requested that Ackley leave his professorship. Today’s Huffington Post carries Ackley’s own account of the story:

“I am a transgender professor who has served full-time as, variously, a professor of theology, a professor of church history, a professor of ministry, department chair, and university diversity council co-chair at a Christian university for 15 years, most of which I spent in treatment with female hormones and psychiatric medications for gender dysphoria and related symptoms of mental illness. Recent changes in diagnosis and treatment of transgender persons, along with a lifetime of research on the theology and biblical understanding of gender, have helped me live as one who is clearly sane by ceasing to fight my transgender-masculine identity. However, this has caused what has become a very public conflict with my employer, one that is being mediated with outside help and cannot be addressed any further here.

“I’ve publicly commented on my personal chastity at this specific season of my life only to help clarify for this conflicted community that gender and sexual behavior are different, since that is not clear to all involved. However, it is equally important to me that I never even implicitly contribute to homophobia in this community. Therefore, I want to affirm clearly that I am not embarrassed to be a lover of men. Rather, I have been embarrassed by having my gender identity publicly confused with my private sexual conduct, and by the silence of those who could help clarify that misunderstanding. The only reason that this even embarrasses me is that my current private personal experience includes the breakup of a fraudulent marriage, with children involved, as an ordained minister and a person who chooses to live in faithful covenant with a particular faith tradition (Christianity). Therefore, for me personally, it is most appropriate in this season of my life to live and witness to my young adult students and my children a singleness of devotion to what is healing and nourishing in my present life: parenting, prayer, teaching, preaching, and personal recovery. On suspending professors

It would be hard to find a faculty advocate opposed to the suspension last week of a University of Florida professor of veterinary science who was secretly taking videos of students’ body parts with a device hidden in his pen. Administrative — and police — action came swiftly, without any public objection from fellow instructors.

But as InsideHigher Ed reports today: “Beyond such a clear violation of professional conduct, and, in this case, the law, faculty advocates often are quick to criticize institutions for jumping the gun with punishments. imagesA spate of forced leaves for professors in recent memory raises the question of what exactly constitutes suspension-worthy speech and action — particularly a suspension made unilaterally by administrators.

“In other words, does a line exist and, if so, where?

“The answer, some experts said, is another question: Does the faculty member’s exercise of his or her rights violate anyone else’s? And some fear that institutions may be becoming too quick to suspend in cases in which faculty conduct may have resulted in hurt feelings but not actual harm.

“The proper line to draw is where a professor’s actions interfere with the legitimate rights of others,” said John K. Wilson, co-editor of the American Association of University Professors’ “Academe” blog, editor of AAUP’s Illinois Conference Academe journal, and author of the book Patriotic Correctness: Academic Freedom and Its Enemies.

“If, for example, a professor commits a crime against students (such as video voyeurism), it’s punishable, Wilson said in an e-mail. So, too, is unfairly grading or meeting the “high bar” of discriminating against some group of students; making verbal threats in violation of the law; or engaging in academic fraud. And professors can be suspended for failing to do their jobs, such as refusing to teach.

“Still, that’s all with due process – and the professor should keep teaching as his or her case is being adjudicated, outside of being an immediate threat to students or others on campus. (Even the Florida professor deserves the right to defend himself before fellow professors at some point, faculty advocates said.)

“But a professor can’t be punished if he or she “merely says something that offends someone,” Wilson said. “When a professor is suspended for expressing controversial ideas, it violates the rights of students to hear those ideas, and the rights of everyone on campus who must live in a climate of fear about freedom of expression.”

Napolitano’s rocky road

imgres-2The high-profile and surprising choice of former U.S. Homeland Security Secretary Janet Napolitano to head the UC system has fueled criticism over the secret selection process, echoing debates around the country about how higher-education leaders are chosen.

Supporters of a more open method say that better decisions are made when three or four finalists for a university presidency or chancellorship are formally identified to the public, reports today’s Los Angeles Times.  “At that point, faculty and students could have a chance to meet them before a final selection.

“Some public universities in other states are required to do just that, but the UC and Cal State systems usually do not name more than one finalist and do not divulge the closed-door discussions that led to the nomination. Additionally, the final votes by the UC regents and Cal State trustees provide little information about the searches.

“Though widely praised, the selection of Napolitano in July also came as a shock to many outside a relatively small circle of UC regents and other officials. Some activists at California’s public campuses and elsewhere hope to change California’s higher-education hiring procedures.

“We want to see a transparent UC, where the people who are paid out of student tuition money are accountable,” said Caroline McKusick, a leader of UAW 2865, which represents teaching assistants and other student employees in UC. McKusick said that complaints about how Napolitano’s federal agency handled deportations of immigrants who crossed the border illegally should have been publicly aired before she was named as the sole nominee.  Continue reading “Napolitano’s rocky road”

Azusa asks transgender theologian to leave

A California Christian college has asked a professor who was once its chair of theology and philosophy to leave Azusa Pacific University after he came out as transgender, reports RNS Religious News.

“Heather Clements taught theology at the school for 15 years, but this past year, he has begun referring to himself as H. Adam Ackley.

“Ackley, who is in his third year of a five-year contract, told RNS that he and APU have agreed to part ways as the university said it will continue to pay him through the academic year. But, he said, the university wants other professors to take over his classes. He also said that his insurance was denied when he sought hormone treatment and “top surgery” for his chest area.

“They’re giving me privacy to transition but denying medical treatment to do that,” said Ackley who is 47 years old.

“APU spokesperson Rachel White declined to discuss Ackley’s employment, saying that the issue is ongoing and personnel matters are confidential. Ackley said he is meeting with a university lawyer on Monday.

“Azusa Pacific University is an evangelical university of about 10,000 students and 1,200 faculty located northeast of Los Angeles. To his knowledge, Ackley said there is nothing in theuniversity’s policies about transgender people, just that “Humans were created as gendered beings.”

“I did not get a sense directly from the individuals with whom I was speaking that they had a theological problem with transgender identity,” Ackley said. “I did get the message that it has to do with their concern that other people, such as donors, parents and churches connected to the university will have problems not understanding transgender identity.” Ackley said that he accepted his transgender identity this year after the American Psychiatric Association removed “gender identity disorder” from the list of mental illnesses in its manual. Students protest ban on gender-neutral housing

Last week, University of North Carolina at Chapel Hill students marched the mile from campus to the Board of Governors meeting site to protest the UNC System’s blanket ban, imposed by the board, on gender-neutral housing. InsideHigherEd reports that

“The new policy — which overturned the Chapel Hill Board of Trustees’ endorsement of the housing option —  was approved while students were away for the summer under the reasoning that “there are more practical ways” to make students “safe, comfortable and included,” the board chairman said.

“But it sparked outrage among advocates and campus officials concerned for the well-being of transgender students and others who would prefer to live outside traditionally designated pairs for college roommates.

“Among elite institutions, UNC’s move was unusual – many institutions are in fact moving in the opposite direction. There are now about 150 colleges that offer gender-neutral housing, according to a running count by Campus Pride. Granted, that’s out of more than 4,000 institutions – and it’s taken more than 20 years to get to this point.

“But for many of those campuses, whatever controversy ensued when men and women started living together has dissipated, and officials have moved on to more administrative-type policies. Last month, American University became the latest institution to cover gender reassignment surgery under its student health insurance policies.

“We’re seeing a progression. Trans students and allies have been working now for a number of years at many schools to create gender-inclusive bathrooms and gender-inclusive housing options, because those are pretty basic – to have a place to sleep and a place to pee,” said Genny Beemyn, director of the Stonewall Center at the University of Massachusetts at Amherst, the first campus to offer gender-neutral housing, back in 1992. (A recent settlement by the U.S. Education Department’s Office for Civil Rights suggests colleges would be wise to provide these options.) “They’re looking now to address other important issues, and so gender in name documentation, hormones and surgeries are coming up more and more frequently for schools that have really begun to address transgender issues.” Continue reading “Students protest ban on gender-neutral housing”

Let us now praise the non-tenured

While many higher education experts — and parents — bemoan the fact that tenured professors are a shrinking presence,now making up less than a quarter of the academic work force, a study released Monday found, surprisingly, that students in introductory classes learned more from outside instructors than from tenured or tenure-track professors, reports today’s New York Times

“Students taught by untenured faculty were more likely to take a second course in the discipline and more likely to earn a better grade in the next course than those whose first course was taught by a tenured or tenure-track instructor, the report said.

“The study, released by the National Bureau of Economic Research, is based on data from more than 15,000 students who arrived at Northwestern University from 2001 to 2008.

“According to the authors — David N. Figlio, director of Northwestern’s Institute for Policy Research; Morton O. Schapiro, the university’s president; and Kevin B. Soter, a consultant — there was “strong and consistent evidence that Northwestern faculty outside of the tenure system outperform tenure track/tenured professors in introductory undergraduate classrooms.” The differences were present across a wide variety of subject areas, the study found, and were especially pronounced for average and less-qualified students.

“Our results provide evidence that the rise of full-time designated teachers at U.S. colleges and universities may be less of a cause for alarm than some people think, and indeed, may actually be educationally beneficial,” the report said. The fact that the study included only one university — and a selective, private research university at that — left its general applicability open to question. And, skeptics point out, there are many reasons a student might take a second class in a discipline apart from the teaching skills of the previous instructor. “I’m kind of dubious,” said Anita Levy, a senior program officer at the American Association of University Professors. “I’m not surprised that introductory classes might be better taught by contingent faculty members simply because most tenured faculty more often teach advanced courses. Who makes political scientists

A handful of  top universities crank out most of the nations’ political science faculty … Harvard, Princeton, Stanford and Michigan, to be precise.

Last year, a study in Georgetown Public Policy Review exposed the extent to which a relatively small number of graduate programs in political science dominate placement in Ph.D.-granting departments., reports InsideHigher Ed. imgres

“The study looked at the 116 universities ranked by U.S. News & World Report for political science graduate programs, and examined where all of the tenure-track or tenured faculty members earned their doctorates. The top four institutions in the magazine’s rankings of departments — Harvard, Princeton and Stanford Universities and the University of Michigan — were the Ph.D. alma maters of 616 of the political scientists at the 116 universities (roughly 20 percent of the total). The top 11 institutions were collectively responsible for the doctoral education of about half of those in tenured or tenure-track positions at the 116 universities.

“On Saturday, the author of that study — Robert L. Oprisko of Butler University — presented expanded findings here at the annual meeting of the American Political Science Association. The paper argues not only that some departments may have more historical dominance but that others may be on the rise right now (judging from the number of assistant professors they have placed). While Oprisko is critical of a system that seems to place so much emphasis on Ph.D. pedigree, he also argues that this information needs wider circulation to help would-be graduate students make informed choices. (Oprisko earned his Ph.D. at Purdue University, not one of the dominant institutions). The paper — also by Kirstie L. Selling out the university

“It is the finest educational institution in the world, everyone tells us.”Indeed, to judge by the praise that is heaped upon it, the American university may be our best institution, period. With its peaceful quadrangles and prosperity-bringing innovation, the university is more spiritually satisfying than the church, more nurturing than the family, more productive than any industry.

“The university deals in dreams. Like other utopias—like Walt Disney World, like the ambrosial lands shown in perfume advertisements, like the competitive Valhalla of the Olympics—the university is a place of wish fulfillment and infinite possibility. It is the four-year luxury cruise that will transport us gently across the gulf of class. It is the wrought-iron gateway to the land of lifelong affluence.

“It is not the university itself that tells us these things; everyone does. It is the president of the United States. It is our most respected political commentators and economists. It is our business heroes and our sports heroes. It is our favorite teacher and our guidance counselor and maybe even our own Tiger Mom. They’ve been to the university, after all. They know.

“When we reach the end of high school, we approach the next life, the university life, in the manner of children writing letters to Santa. Oh, we promise to be so very good. We open our hearts to the beloved institution. We get good grades. We do our best on standardized tests. We earnestly list our first, second, third choices. “And when that fat acceptance letter comes—oh, it is the greatest moment of personal vindication most of us have experienced. Our hard work has paid off. We have been chosen.

“Then several years pass, and one day we wake up to discover there is no Santa Claus. Somehow, we have been had. We are a hundred thousand dollars in debt, and there is no clear way to escape it. We have no prospects to speak of. And if those damned dreams of ours happened to have taken a particularly fantastic turn and urged us to get a PhD, then the learning really begins.”

Lurking anti-Asian bias

White Californians seem to favor meritocratic university admissions – but not for everyoneimages-2

“Critics of affirmative action generally argue that the country would be better off with a meritocracy, typically defined as an admissions system where high school grades and standardized test scores are the key factors, applied in the same way to applicants of all races and ethnicities, reports InsideHigherEd.

“But what if they think they favor meritocracy but at some level actually have a flexible definition, depending on which groups would be helped by certain policies? Frank L. Samson, assistant professor of sociology at the University of Miami, thinks his new research findings suggest that the definition of meritocracy used by white people is far more fluid than many would admit, and that this fluidity results in white people favoring certain policies (and groups) over others.

“Specifically, he found, in a survey of white California adults, they generally favor admissions policies that place a high priority on high school grade-point averages and standardized test scores. But when these white people are focused on the success of Asian-American students, their views change. The white adults in the survey were also divided into two groups. Half were simply asked to assign the importance they thought various criteria should have in the admissions system of the University of California. The other half received a different prompt, one that noted that Asian Americans make up more than twice as many undergraduates proportionally in the UC system as they do in the population of the state. When informed of that fact, the white adults favor a reduced role for grade and test scores in admissions — apparently based on high achievement levels by Asian-American applicants. (Nationally, Asian average total scores on the three parts of the SAT best white average scores by 1,641 to 1,578 this year.) When asked about leadership as an admissions criterion, white ranking of the measure went up in importance when respondents were informed of the Asian success in University of California admissions.

“Sociologists have found that whites refer to ‘qualifications’ and a meritocratic distribution of opportunities and rewards, and the purported failure of blacks to live up to this meritocratic standard, to bolster the belief that racial inequality in the United States has some legitimacy,” Samson writes in the paper. “However, the results here suggest that the importance of meritocratic criteria for whites varies depending upon certain circumstances. To wit, white Californians do not hold a principled commitment to a fixed standard of merit.”Samson raises the idea that white perception of “group threat” from Asians influences ideas about admissions criteria — suggesting that they are something other than pure in their embrace of meritocratic approaches.”

Professors aren’t retiring

Since the economic downturn, many experts on the academic work force have worried that professors will delay retirement (given that their investment accounts took hits), and that an already-tight job market will get even tighter. InsideHigher Ed reports that:imgres-1

“A new study takes more of a long-term view, but ends up confirming those fears. Examining trends at a large private university from 1981 to 2009, the study finds faculty members are likely to take much longer to retire. And unlike the more recent studies focused on the impact of the economic downturn, this study covers time periods in which retirement accounts would have been up and down several times. The dates in the study come before and after 1993, the last year in which colleges and universities were permitted to enforce a mandatory retirement age of 70. (An abstract of the study appears here. The paper, by Sharon L. Weinberg and Marc A. Scott of New York University, is in Educational Researcher.)

“While Weinberg and Scott stress that they have studied data only for one university (and urge similar research at other institutions), they also suggest that the logic behind lifting mandatory retirement for higher education was flawed. Most other employers were barred by law in 1986 from using mandatory retirement, but colleges were given an exemption for a while, based on concerns that delays in retirement would make it difficult for colleges to hire people in emerging disciplines, and to diversify their faculties. But Weinberg and Scott note that these arguments became considerably weaker when the National Research Council issued a study in 1991 predicting that those things would not happen.

“At most colleges and universities, few tenured faculty would continue working past age 70 if mandatory retirement is eliminated,” says the NRC report.

“At the university studied, that was decidedly not the case. Among the findings were that while 11 percent of faculty members at this university during the era of mandatory retirement worked after age 70 (with special arrangements), 60 percent of faculty members now work beyond the age of 70, and 15 percent retire at the age of 80 or older.”

University racial inequality grows

imgresThe nation’s system of higher education is growing more racially polarized even as it attracts more minorities:
White students increasingly are clustering at selective institutions, while blacks and Hispanics mostly are attending open-access and community colleges, according to a new report discussed in the Washington Pos. “The paths offer widely disparate opportunities and are leading to widely disparate outcomes, said the report released Wednesday by the Georgetown University Center on Education and the Workforce.

 “Students at the nation’s top 468 colleges are the beneficiaries of much more spending — anywhere from two to five times as much as what is spent on instruction at community colleges or other schools without admissions requirements. And students at top schools are far more likely to graduate than students at other institutions, even when they are equally prepared, according to the report. In addition, graduates of top schools are far more likely than others to go on to graduate school.

“The financial implications of those differences are huge: A worker with an advanced degree is expected to earn as much as $2.1 million more in his or her lifetime than a college dropout, the report said. Also, the report said graduates of selective colleges earn an average of $67,000 a year 10 years after graduation, about $18,000 a year more than their counterparts who graduate from non-selective schools.“The American postsecondary system increasingly has become a dual system of racially separate pathways, even as overall minority access to the postsecondary system has grown dramatically,” said Jeff Strohl, the Georgetown center’s director of research, who co-authored the report. College student poverty

According to the National Center for Education Statistics, 29 percent of students nationwide have household incomes below $20,000, 79 percent work full or part time in addition to taking classes, and 35 percent are parents or have dependents (17 percent are single parents). ThinkProgress reports that “These financial burdens can constrain college students’ potential. Many are forced to drop out of school, creating a vicious cycle of poverty because without education, it is increasingly difficult to emerge out of poverty and enter the middle class.images

“Overall, more college students are having to work long hours to finance their educations. The American Community Survey found that in 2011, 19.6 of undergraduates nationwide worked a full-time, year-round job. By contrast, in 2005, just under 10 percent of college students were working full time.

“The Census paper also notes that 63.3 percent of college students live with their parents or relatives, suggesting that the sluggish economy is making it difficult for students to attend college further from home and live on their ownPoverty rates in many areas of the country decline significantly when they exclude off-campus college students living on their own, a new Census Bureau working paper finds.The Census Bureau calculated that 15.2 percent of the population officially lives in poverty. But for college students living off-campus and not living with relatives, the poverty rate is 51.8 percent. When eliminating them from the official poverty rate calculation, only 14.5 percent of Americans live below the poverty level.College students who live in dorms are automatically eliminated from calculations of the poverty rate, but students living off-campus are not, so the Census Bureau isolated data for these students recorded by the American Community Survey from 2009 to 2011. Univ of Calif affirms speech rights

The right of faculty members to speak out on matters affecting their colleges and universities has long been viewed as central to the way academic freedom and shared governance are supposed to work in American higher education, reports Inside Higher Edimages

“The University of California Board of Regents affirmed that right this month with an amendment to the system’s “Statement on the Professional Rights of Faculty.” In so doing, the board sought to undercut the impact of a 2006 U.S. Supreme Court ruling that has been used in some cases to question the faculty right to speak out on institutional governance.

“The new language states that faculty members have the “freedom to address any matter of institutional policy or action when acting as a member of the faculty whether or not as a member of an agency of institutional governance.”

“While many faculty members might just assume that they have that right, the 2006 decision (which was not about higher education) led some courts to question such rights. That ruling, Garcetti v. Ceballos, was about a suit by a deputy district attorney in Los Angeles who was demoted after he criticized a local sheriff’s conduct to his supervisors. The Supreme Court ruled that First Amendment protections do not necessarily extend to public employees when they speak in capacities related to their jobs. College enrollments drop

College enrollment fell 2 percent in 2012-13, the first significant decline since the 1990s, imgresbut nearly all of that drop hit for-profit and community colleges; now, signs point to 2013-14 being the year when traditional four-year, nonprofit colleges begin a contraction that will last for several years, reports the New York Times today. “The college-age population is dropping after more than a decade of sharp growth, and many adults who opted out of a forbidding job market and went back to school during the recession have been drawn back to work by the economic recovery.

“Hardest hit are likely to be colleges that do not rank among the wealthiest or most prestigious, and are heavily dependent on tuition revenue, raising questions about their financial health — even their survival.

“There are many institutions that are on the margin, economically, and are very concerned about keeping their doors open if they can’t hit their enrollment numbers,” said David A. Hawkins, the director of public policy and research at the National Association for College Admission Counseling, which has more than 1,000 member colleges.

“The most competitive colleges remain unaffected, but gaining admission to middle-tier institutions will most likely get easier.

“Colleges fear that their high prices and the concern over rising student debt are turning people away, and on Wednesday, President Obama again challenged them to rein in tuition increases. Colleges have resorted to deeper discounts and accelerated degree programs. In all, the four-year residential college experience as a presumed rite of passage for middle-class students is coming under scrutiny.”

Humanities career choices and gender

imgresThere’s no shortage of explanations for the so-called crisis in the humanities, and more have come to light since the publication of the American Academy of Arts and Sciences’ recent “Heart of the Matter” report on the topic. A Recent article in Inside Higher Ed reports on a new study on gender and choices of  courses of study, academic majors, and implicit career aspirations

The finding is  “that the humanities drain is more about women’s equality than a devaluation of the humanities – is gaining particular interest from longtime advocates of the humanities, as well as some criticism.

“Ben Schmidt, a visiting graduate fellow at the Cultural Observatory at Harvard University, argues that the decline in humanities majors since their 1970 peak can be attributed nearly entirely to the changing majors of women.

“Based on data compiled for the academy’s Humanities Indicators Project, he wrote, “I think it’s safe to say that [the] ostensible reason for the long-term collapse in humanities enrollment has to do with the increasing choice of women to enter more pre-professional majors like business, communications, and social work in the aftermath of a) the opening of the workplace and b) universal coeducation suddenly making those degrees relevant.”

“He continued: “You’d have to be pretty tone-deaf to point to their ability to make that choice as a sign of cultural malaise.”

Another reason for smoke-free campuses

Approximately 18.9 percent of young adults in the U.S. between the ages of 18-24 smoke.

And as documented by the 2012 U.S. Surgeon General’s Report, almost no one starts smoking after age 25. Progression from occasional to daily smoking frequently occurs during the first years following high school.

Hence, an article appearing today on the website of the U.S. Department of Education, argues: “Tobacco prevention and cessation efforts should include young adults, making college and university campuses a critical target.images

“College and university campuses offer unique opportunities for promoting social norms that support healthy living and lifestyle choices. The Tobacco-Free College Campus Initiative, a collaboration between the U.S. Department of Health and Human Services, the University of Michigan and the American College Health Association, encourages the voluntary adoption of tobacco-free policies at institutions of higher learning across the nation. These policies not only support the many people on college campuses who are trying to quit but also dissuade young adults from starting.

“Institutions of higher learning around the country are increasingly adopting new policies that reinforce their longstanding commitments to student health while strengthening and protecting their communities against tobacco addiction. When the initiative launched in September 2012, 774 colleges and universities were tobacco- or smoke-free, according to the Americans for Nonsmokers’ Rights Foundation. Today more than 1,159 university and college campuses have implemented tobacco- or smoke-free policies, reflecting exponential growth.

How the health law delay could help adjuncts

In many ways, the White House’s surprise announcement that it would delay the employer mandate provision of the Affordable Care Act by one year, until January 2015, is good news for colleges and universities struggling to figure out just who will be covered under the law. imgresInsideHigherEd says that “It gives institutions more time to decide how they’ll count adjunct instructors, whose credit hour-based schedules don’t fit neatly into the law’s existing metrics for qualifying for coverage.

“And while the announcement could lead to good news for adjuncts who have had their hours limited by colleges worried about the new provision taking effect, there was little celebration Wednesday. Colleges said that they were studying the situation, but no one was pledging to lift limits or restore hours to anyone.

“But in other ways, it adds a new layer of confusion onto what is already a complicated situation, particularly for those colleges that already have announced plans to limit adjuncts’ course loads to avoid having to provide them with health insurance as full-time employees. Questions remain as to whether institutions will temporarily backtrack on their plans, and if that’s even possible, given the timing of the announcement, so far into summer when planning for fall courses is already under way.

“I think that the government has poorly served institutions by announcing this delay so abruptly and so relatively close to the date of implementation,” said David Baime, senior vice president for government relations and research of the American Association of Community Colleges – one of many organizations that’s asked the federal government to issue long-promised specific guidelines as to what constitutes a full-time employee in higher education under the law. (In January, the Internal Revenue Service asked higher education officials to use “reasonable” means of calculating faculty hours worked.)

“At the same time, Baime added, “We hope that colleges will take this additional time given to them to evaluate their approach to policies in this area and, even more importantly, ask the government exactly what’s expected of them as institutions.”

The price of knowledge

The Education Department has updated its annual list of the country’s most expensive colleges (by net price and by list price), and, as always, this year’s list contains familiar names. The below story excerpt comes from today’s Inside Higher ed about the report:

“Columbia University narrowly edged out Sarah Lawrence College — a perpetual contender on the list, and one that has defended its high tuition — for the most expensive tuition list price, at $45,290 in the 2011-12 academic year. Among four-year public colleges, the University of Pittsburgh surpassed Pennsylvania State University for the most expensive list price, at $16,132. And the most expensive net price (based on what students actually pay after financial aid) was the School of the Art Institute of Chicago, at $42,882, on a list dominated by colleges specializing in music and visual arts. These figures do not include room and board, books, or various fees, which at the most expensive private colleges can push a full year’s sticker price above $60,000.

“The lists, posted on the Education Department’s College Affordability and Transparency Center, are a sort of “hall of shame” intended to force colleges to be more transparent about both their list prices and the prices students pay after financial aid. The center offers nine lists in all, breaking colleges down by sector and differentiating between net price (the price students pay after grants) and sticker price.

“They debuted in 2011, required by the 2008 reauthorization of the Higher Education Act. In the past, they’ve been greeted with some fanfare: press conferences from the Education Department touting increased transparency and objections from the named colleges about the lists’ flaws. Last year, Education Secretary Arne Duncan seized on the release of the list as an opportunity to criticize states for yanking support to higher education.

“Colleges have criticized the lists, arguing that they oversimplify — many factors are driving tuition increases, including shrinking state budgets at public institutions.

“But the lists’ power appears to be fading, released with less fanfare and greeted with less media coverage than in the past. A Columbia University spokesman said the institution had received few media requests about their position on the list.

“In response to the lists, Columbia pointed to its generous financial aid policies. ”A conversation about college costs must also include a conversation about financial aid and net price,” Robert Hornsby, assistant vice president for media relations, said in a statement. “As a result of our full-need financial aid program, Columbia has continued to attract among the most socioeconomically diverse student bodies among peer institutions. The university takes pride in its continued commitment to ensuring that students can attend Columbia regardless of their family’s financial circumstances.”

Privatizing the public university

In a unanimous vote last month, the Regents of the University of California created a corporate entity that, if spread to all UC campuses as some regents envision, promises to further privatize scientific research produced by taxpayer-funded laboratories, reports the EastBayExpress.

“The entity, named Newco for the time being, also would block a substantial amount of UC research from being accessible to the public, and could reap big profits for corporations and investors that have ties to the well-connected businesspeople who will manage it.images-3

“Despite the sweeping changes the program portends for UC, the regents’ vote received virtually no press coverage. UC plans to first implement Newco at UCLA and its medical centers, but some regents, along with influential business leaders across the state, want similar entities installed at Berkeley, Davis, Santa Cruz, and other campuses. UC Regents Chairwoman Sherry Lansing called Newco at UCLA a “pilot program” for the entire UC system.

“The purpose of Newco is to completely revamp how scientific discoveries made in UC laboratories — from new treatments for cancer to apps for smartphones — come to be used by the public. Traditionally, UC campuses have used their own technology transfer offices to make these decisions. But under Newco, decisions about the fate of academic research will be taken away from university employees and faculty, and put in the hands of a powerful board of businesspeople who will be separate from the university. This nonprofit board will decide which UC inventions to patent and how to structure licensing deals with private industry.
